Summary
Council adopted ordinances to amend the TIF‑13 redevelopment plan, define amended boundaries and enable tax‑increment financing for a Modern II project that will add at least 67 apartment units; council said this completes the final step of the amendment process after a public hearing and joint review board recommendation.
The Moline City Council voted to adopt a package of measures amending TIF‑13 to include a small adjacent parcel in support of the Modern II redevelopment project.
Staff described the amendment as the final step in a process that included a November 4 report, a public hearing advertised and held Dec. 22, and a joint review board meeting on Dec. 3, 2025 that recommended approval. Council heard that the amendment adds approximately 3,380 square feet of adjacent parcel area and that the redevelopment project includes a minimum 67‑unit apartment development under an economic incentive and development agreement.
Mister Parr said the ordinance before council would approve the redevelopment plan and project area, define the amended TIF‑13 boundary and turn on tax‑increment financing for the amended area so the property conforms to the TIF Act. Council members asked clarifying questions about whether the amended funds would go into the same special tax allocation fund and staff confirmed it would be the TIF as amended. Council approved the ordinances.
Why it matters: Adoption of the amendment allows the city to collect tax increment for the amended area and support the Modern II redevelopment project; the council characterized this as the last formal council step in the TIF‑13 amendment process.
