Council approves multiple infrastructure contracts, Park Hill acquisition and US-192 plat

At the Feb. 3 meeting the West Melbourne City Council approved several infrastructure and development items intended to maintain and advance city utilities and industrial land availability.
Public Works staff presented annual sanitary sewer cured-in-place lining for approximately 400,890 feet in the Clementswood neighborhood, using Insituform/Interform Technologies under a piggyback Omnia contract; the project is estimated at $239,072.70 and was authorized (motion passed 7-0). Staff also presented an annual manhole rehabilitation contract (budgeted separately, about $97,867), which the council approved (motion passed 7-0) after staff clarified that the two items are distinct budget line items.
Council approved the purchase of long-lead replacement parts for clarifier number 2 (a C30 HT drive) at an estimated $76,000. Public Works explained the parts are being bought now because of long manufacturing lead times and the actual installation labor will occur in a later fiscal year when the broader BNR project allows the work to proceed.
The council approved the final plat for the US 192 Business Center (16.44 acres) allowing subdivision into industrial lots, subject to the P&Z condition to finalize infrastructure improvements or post performance bonds. Council authorized the action (motion passed 7-0) and staff noted the plat will allow Lot 2 to be sold once recordation is complete.
The city also authorized purchase of 431 Park Hill Boulevard to assemble land adjacent to the wastewater treatment plant and future water treatment facility for storage and staging; staff presented an appraisal and recommended executing the signed purchase contract (motion passed 7-0). Short-term uses include storage for public works while longer-term demolition and incorporation into utilities expansion is planned.
Budget notes and next steps: Most items were previously budgeted in the relevant utility or maintenance budgets; staff will execute contracts and return required administrative documents for recordation and bonding as needed.
