Council backs $10 million federal request and public–private plan for downtown parking

The Nacogdoches City Council voted Feb. 3 to approve a resolution supporting a community project funding request for federal appropriations to help build a downtown parking garage. City Manager Beverly said staff intends to pursue two parallel tracks — an EDA open-call application and an annual appropriations request to Congress — and plans to ask for $10,000,000 in both avenues.
Beverly said the city has a letter of intent with Elliott Electric for a potential site and staff is exploring phased construction so private work (employee parking) need not be held up while pursuing federal funds. "We're going after $10,000,000 in both cases," Beverly said. She added city staff will seek to minimize the use of local debt and consider unspent ARPA funds and bond funds as possible local matches. Council discussed the timing of federal appropriations, use of ARPA (staff cited approximately $1.2 million unspent), the need for private matching and the benefit of keeping the project 'shovel ready.' A motion to approve the resolution of support passed unanimously.
