Montgomery County Legislature approves dozens of 2026 budget amendments, contracts and appointments
Summary
The legislature passed a series of resolutions on insurance renewals, pilot agreements, budget carryovers for grant programs, appointments to boards, and several contracts and personnel additions; add-on resolutions included a contract with Ellis Medicine, a correction officer position and a gas-supply agreement with NextEra.
During the January session the Montgomery County Legislature read and voted on a long slate of resolutions and routine motions. After sponsors introduced each item the chair called for discussion; where no discussion was offered, members generally voted “Aye” and the items passed.
Notable actions passed this meeting included:
- Resolution 9: Authorizing the county executive to sign the 2026 insurance renewal contract for Montgomery County Sanitary District No. 1 and amending the 2026 operating budget (sponsors Fiorello and Sweet) — passed.
- Resolution 10: Approving payment terms of a pilot agreement between the Montgomery County Industrial Development Agency and Madre Nelston LLC (sponsors Pep and Kowalczyk) — passed.
- Resolutions 11–13: Reappointments and budget amendments (Capital District off-track betting director reappointment; engineering services authorization; amending operating budget with a minor rate correction) — passed as amended where applicable.
- Resolution 14: Authorizing an agreement with Confidential Screening and Consulting LLC for occupational health, safety, and drug and alcohol testing services (sponsors Mulebeck and Kowalczyk) — passed.
- Resolution 15: Authorizing acceptance of family-centered case management funding and approving a contract with Captain Community Human Services (sponsors Sweet and Mulebeck) — passed.
- Multiple operating-budget carryovers and grant-related amendments (Resolutions 19–26, 28, 41) covering statewide interoperable communications grants, homeland security program funds, domestic terrorism prevention grants, public-safety grant carryovers, EMS support grants, and Next Generation 911 program carryover — all passed.
- Resolutions 27, 29–31, 33–40: Appointments and confirmations for the Traffic Safety Board, sanitary district boards, Soil & Water board, Economic Development Advisory Committee (agriculture), land bank and law library trustees — all passed except where one legislator recorded an objection noted on the record.
Add-on resolutions approved on the floor included authorization of a county contract with Ellis Medicine, establishing a correction officer position (budget amendment), and authorizing the county executive to sign a gas-supply renewal with NextEra. Sponsors and seconds were read and each passed after the usual voice vote.
Procedural motions included acceptance of minutes, budgetary transfers, and the procurement record, which were all approved without extended debate.
The chair closed the meeting after a motion to adjourn.
