Williams County commissioners approved administrative updates to the Builder Buyer housing incentive program Feb. 3 intended to streamline applications and reduce later paperwork issues.
Lindsay, a county housing program staffer, briefed the board on proposed edits to the application and agreement templates. The chief changes require that an individual who is building their own home must apply with the contractor they intend to use, ensuring required contractor licensing documentation is provided at application. The agreement templates include an administrative clause allowing staff to process contractor replacements without returning to the commission for simple swaps.
Lindsay also said the application now asks for more information on certificate-of-occupancy (CO) timing or final inspection schedules when a CO has not yet been issued. That change aims to ensure incentives go to homes that are substantially complete and close to finalization, rather than holding funds indefinitely while construction continues.
Commissioners asked clarifying questions and noted the edits were reviewed by the housing incentive review committee and county attorney counsel; one commissioner moved to approve the changes and the motion passed unanimously by roll call.
