The Rosemount City Council approved a cooperative construction agreement with the Minnesota Department of Transportation on Monday to cost‑share pedestrian safety enhancements on Highway 3.
Staff explained the agreement provides the city roughly 50% of the cost to install two rapid rectangular flashing beacons (RRFBs). One RRFB will be mounted at the existing crossing in front of the Steeples Center near the library and the other at Lower 147th Street. Staff said the installations are scheduled for summer 2026 following the procurement of contractor quotes.
Council member Kresge had pulled the item for an update, saying it had been a "hot topic" among constituents; staff provided the technical and timeline details. Council member Freske moved to approve the agreement; Klimpel seconded. The council approved the motion by roll call, recorded in the meeting as a 4–0 vote.
The action was taken as part of the consent agenda process after members pulled item 6g for discussion. Staff said the MnDOT local partnership program application was successful in 2024 but administrative delays pushed construction to 2026.
