Rosemount’s Public Works and Police Campus named APWA Minnesota 'project of the year' in structures category

Rosemount’s new Public Works and Police Campus received the Minnesota chapter Project of the Year award in the structures category at the city council meeting on Feb. 2, 2026.
Eric Lemke, a principal engineer with Stantec and APWA Minnesota awards chair, and Richard McCoy (also recorded as Richard McKay in the transcript), a public works director and member of the awards committee, presented the award to the city. Lemke said the project “really stood out” to the committee for meeting criteria that include completion within the award period, construction management, safety performance, community relations, environmental consideration and value engineering.
Committee members praised the campus’s co‑location of police and public works functions, stormwater systems that exceed local requirements, EV and solar readiness, reuse of roof runoff for vehicle wash water, native landscaping and a flexible large training room that can serve as an emergency operations center. The presenters said the project assembled a diverse funding package, noting an upfront land‑swap that saved more than $2,000,000 and a $25,000 grant from the Vermillion River Watershed.
Public works staff accepted the award and said the city will submit the project for national APWA recognition this summer. Council members and staff posed for photos and thanked the design and construction teams for the multi‑agency coordination that enabled the project.
