Philomath approves school support fee for enterprise zone to comply with state law

Philomath City Council on Nov. 25 approved Resolution 24‑22 to establish a school support fee related to enterprise‑zone property tax deferrals, in order to comply with recent state law changes.
City staff explained the state now requires jurisdictions participating in enterprise zones to establish a mechanism so that the school district’s portion of deferred property tax benefits is not waived in years four and five; the resolution adopts a local fee consistent with that requirement. Staff said the school district had already approved the change and that council approval allows the city to remain compliant and preserve access to the enterprise‑zone program for eligible businesses.
Councilors asked practical questions about what happens if the city does not adopt the fee (staff said noncompliance would expose the city to state enforcement or loss of program participation) and clarified the local administrative steps. Councilor Nielsen moved and the council approved the resolution unanimously.
