Philomath City Council on Nov. 25 completed second readings of two psilocybin‑related ordinances and approved both on 5–1 votes. One ordinance (No. 887) establishes reasonable time, place and manner regulations for psilocybin product manufacturers and psilocybin service centers; the other (No. 888) declares a local ban on psilocybin product manufacturing and service centers and refers the question to the voters.
During the second reading of Ordinance 887, Councilor Warren proposed and the council adopted an amendment narrowing language that had excluded proximity to 'parks' to instead exclude 'playgrounds' — a narrower formulation the council said better targets locations where children are likely present while preserving commercial corridors as potential sites. Councilor Warren said the amendment was an attempt to find a compromise after public input at a town hall, explaining the change aimed to focus the exclusion where children actually congregate.
Both ordinances were read by the city attorney during the second reading and each passed the council by roll call 5–1. The council recorded the votes for both ordinances in the public record and will move forward with the administrative steps required for adoption and, for Ordinance 888, placement on the ballot for voter consideration.
City staff and the attorney provided clerical and legal explanations during the readings, and councilors discussed technical phrasing (for example, what the term 'natural person' means in the ordinance definitions). The council announced the roll call results as 5 in favor and 1 opposed for each ordinance; the minutes record the outcome.
