Philomath council appoints Rich Salsa to vacant seat; Teresa Nielsen elected council president

The Philomath City Council appointed Rich Salsa to a vacant council seat and subsequently chose Councilor Teresa Nielsen as council president during its Jan. 13 meeting.
The council followed the city charter process for filling a vacancy left by the resignation of Matt Nieman. Three applicants addressed the council in turn: Kyle Kupp, Amanda Pauley and Rich Salsa. After a first secret ballot yielded Kupp 1, Pauley 2 and Salsa 2, the council held a second ballot between the two leading candidates. The second ballot produced 3 votes for Rich Salsa and 2 for Amanda Pauley; the council announced Salsa’s appointment and administered the oath of office.
The oath was administered publicly by the city recorder; Salsa swore to support the U.S. Constitution, the State of Oregon, the Philomath city charter, ordinances and resolutions and to faithfully perform the duties of city councilor.
Later in the meeting the council elected a council president by secret ballot as required by the city charter. Councilor Teresa Nielsen received a majority on the ballot (reported as five votes to one for Diane Crocker) and the council confirmed her in a unanimous voice vote.
All votes and the oath were conducted on the public record during the meeting. Councilors thanked the applicants for their willingness to serve and indicated the two applicants not chosen would be considered for other citizen committees.
