The Philomath City Council approved Ordinance 8-91 on Feb. 10, 2025, adopting amendments to City of Philomath Municipal Code chapter 2.1 (council rules).
Councilors reviewed the draft ordinance, discussed specific language on public-comment placement and time-limit discretion, and moved two targeted amendments (deleting an extra word in a line governing emergency/timely decisions and removing duplicate public-comment language that now appears in a separate agenda-management section). The council then conducted a roll-call vote; all councilors voted "yes" and the mayor read the title a second time as required. Because the first vote was unanimous, the ordinance will take effect 30 days from the meeting date.
The ordinance formalizes procedural rules for the presiding officer to enforce and moves those rules into the municipal code so they carry greater weight than informal procedures.
Next steps: Ordinance 8-91 will be signed by the mayor and become effective 30 days after Feb. 10, 2025, unless further legal steps are required.
