Philomath Council proclaims February Black History Month

The Philomath City Council unanimously approved Resolution 25-02 on Feb. 10, 2025, formally declaring February Black History Month.
Councilor Diane Crocker read the proclamation, noting historical measures that excluded Black residents in Oregon and urging a more inclusive future. “We honor black history by acknowledging past injustices while seeking a more inclusive, equitable, and just path forward,” Crocker said in the reading.
The proclamation cites early Oregon laws, references the 1850 Federal Donation Land Act and the 1857 state constitution’s restrictions on Black residents, and recognizes contributions by Black residents to the region, including Reuben Shipley’s 1861 land donation for Mount Union Cemetery. Mayor Christopher McMoran then called for approval; a motion to adopt the proclamation was moved and seconded and passed by unanimous voice vote.
The council encouraged the community to join events commemorating Black history and to participate in related programs and education during February.
Next steps: Resolution 25-02 is adopted and the council noted related community events in partnership with local historical organizations.
