Philomath council adopts 2025–2029 strategic plan and 2025–26 CIP; staff to incorporate priorities into budget

Philomath — On April 14 the City Council unanimously adopted a revised 2025–2029 strategic plan and approved the 2025–26 Capital Improvement Plan (CIP) with modifications to reflect council priorities.
Councilors spent extensive time re‑ranking action items and agreed on a top‑12 list that included a code audit to improve bike/ped connectivity, funding and design work for a new water treatment plant, evidence‑tracking software for police, a financial reserves policy, and prioritized park and public safety projects. "If it's not in here, we're not going to do it," the mayor said, urging alignment between the strategic plan and CIP.
Public works staff walked through street, water, sewer, storm drain, park and facility projects. The council added an EV charging‑station project (grant funded, $113,000, $13,000 local match) and set aside $100,000 in SDC reimbursement funds to advance TSP projects such as crosswalks and bike lanes. Council approved the CIP unanimously.
The council directed staff to incorporate the strategic priorities into the FY25‑26 budget; staff noted certain projects are contingent on grant awards and rate study results. The council also instructed staff to return with implementation details, funding sources and timeline updates for the top priorities.
