Fortuna delegates 2021–2023 PLHA housing allocations to Humboldt County

At a public hearing, staff explained Fortuna was eligible for Permanent Local Housing Allocation (PLHA) funds for 2021–2023 but missed the 2021 application deadline and therefore forfeited the $171,995 2021 allocation. Staff said Fortuna still holds the 2022 and 2023 allocations totaling $149,769 and recommended delegation of Fortuna’s full PLHA allocation for 2021–2023 to the County of Humboldt as the administering local government.
According to staff, Humboldt County will apply on Fortuna’s behalf and use the funds through the county’s Housing Forward Humboldt program, which staff said plans to allocate funds for a first‑time homebuyer program. Staff offered to assist with local outreach and to publicize program availability for Fortuna residents once the joint agreement is executed.
Council adopted Resolution 2026‑02 (read by title) authorizing the agreement and delegation; the roll call vote was unanimous in favor. Staff noted the city lacks capacity to administer a multi‑year PLHA program and that delegation to the county will provide local residents access to the county‑administered programs and application process.
