Arcadia council finalizes 2026 regional liaison and JPA assignments

The Arcadia City Council finalized its roster of primary and alternate representatives to regional Joint Powers Authorities (JPAs) and local liaison committees for 2026 during a Dec. 11 special meeting.
City staff ran through the printed list of JPAs and liaison slots and identified where no councilor had selected a position as their first choice or where multiple members had volunteered. The city manager summarized openings and recommended starting with contested positions such as the Redwood Region Economic Development Commission and the Humboldt Waste Management Authority (HWMA).
Council discussion identified members able to serve as primaries or alternates for a range of bodies: Humboldt County Association of Governments (HCAOG), Humboldt Transit Authority (HTA), Humboldt Waste Management Authority (HWMA), Redwood Coast Energy Authority (RCEA), Redwood Region Economic Development Commission (REDEC), Humboldt Bay Municipal Water District, Humboldt Del Norte hazardous materials response JPA, the League of California Cities Redwood Empire Division, Equity Arcadia board, the homeless and housing working group, Friends of the Arcadia Marsh, Arcadia Housing Partnership, and the Arcadia Kamauwapa sister city committee.
The city manager summarized staff's recommended assignments and the council "penciled in" primaries and alternates while confirming volunteers. For example, Council member Matthews was penciled in for the Redwood Region Economic Development Commission with Schafer as alternate; Stacy Atkins Salazar is the primary for HWMA with Matthews as alternate, and Stillman was penciled in for the Humboldt Transit Authority. One councilor who had been HWMA chair said she wanted to shift toward economic development seats and was willing to remain as an alternate to pass on institutional knowledge.
A motion to approve the liaison and JPA assignments as recorded by staff carried on a voice vote. The city manager recorded the final list during the meeting and staff will publish the roster as part of the council's official records.
Councilors noted meeting timing constraints for some JPAs (for example, conflicting weekday meeting times) when assigning alternates. The assignments will determine which Arcadia representatives engage with regional policy decisions on transportation, waste management, water, energy, and economic development in 2026.
