The Manvel City Council on Feb. 2 approved Resolution 2026-R-08, which included changes to the city's fee schedule affecting temporary construction meters and other charges.
Tammy, presenting the fee-sheet item, explained that the temporary construction meter deposit would increase from $750 to $1,400 to cover higher replacement or repair costs for expensive temporary meters used in pipeline and construction work. An insulation fee would increase from $50 to $100, and the proposed price per 1,000 gallons for temporary meters would rise from $10 to $30.
Council asked how Manvel's proposed temporary-meter pricing compared with neighboring cities. Staff indicated the revised temporary-meter rate would place temporary commercial use slightly higher than a permanent commercial meter’s initial allowance, but justified it as a temporary, recoverable charge to recoup equipment costs.
Council voted to approve the resolution by motion (moved by Councilwoman Sarmiento; seconded by Councilman Bonner). The motion passed unanimously, 6–0.
Staff said a formal ordinance related to other items (such as the right-of-way ordinance first reading) would return with required exhibits and appraisals where applicable.
