Committee adopts grants reprogramming report to preserve funds for priority projects

Staff from the city’s grant administration division presented an update on multiple block and capital grants, monitoring project status and recommending reprogramming to avoid lapsing funds and to support priority projects.
Presenter (Ms. Pedano) said the department is tracking roughly $20,000,000 in expenditures across about 27 programs to date and recommended using $5.6 million of identified savings (CVG) to support emerging priority projects and to address acquisition and change-order challenges. Staff also recommended reprogramming $1.1 million of coronavirus grant funds (for eligible uses) ahead of a January 2027 deadline. An estimated $0.7 million in additional savings was identified to address critical housing projects for people with HIV/AIDS.
The department requested authority to modify contracts where necessary to ensure timely and appropriate use of funds. Council members thanked staff and agreed to adopt the report. A committee motion to adopt was recorded: Concejal Soto Martínez, Concejal Nazarian and Concejal Jurado voted yes; Concejal Rodríguez and Concejal Padilla absent. Item adopted by 3–0.
Next steps: staff will proceed with contract modifications and implement the recommended reprogramming to prevent fund lapses and address priority needs.
