The Commission for Behavioral Health voted to establish a time‑limited Strategic Plan Advisory Committee to update its strategic plan in light of the Behavioral Health Services Act (BHSA) and Proposition 1. Commissioners cited the statute’s new funding allocations and priority populations as reasons to refine the commission’s mission, goals and work plan.
Chief Counsel Sandra Gallardo and Executive Director Brenda Greylich briefed commissioners on BHSA funding and authorities: the Behavioral Health Services Fund is projected to be several billion dollars in 2026–27; 90% is allocated to counties (with 30% of that for housing, 35% for full‑service partnerships and 35% for behavioral health services and supports) while 10% covers state administration and programs including the 4% CDPH population prevention allocation. Greylich noted the commission’s ongoing state‑administered programs include the Innovation Partnership Fund (IPF) and the Mental Health Wellness Act grants.
Commissioner Designee Pomano moved to create the Strategic Plan Advisory Committee pursuant to the Welfare and Institutions Code and the commission’s rules; Commissioner Kallen seconded. The motion passed by roll call. The chair appointed Commissioner Larson as committee chair and Commissioner Fernandez as vice chair and named additional members and alternates. No formal changes to the strategic plan were adopted today; the committee will convene in the coming weeks to draft mission/vision refinements and near‑term priorities for commission approval.
Commissioners noted priorities they want reflected in the update: explicit attention to BHSA priority populations (children and youth, people experiencing homelessness and justice involvement), stronger emphasis on substance use disorder integration and workforce shortages, continued support for peer‑run services and cultural competence, and concrete evaluation and data measures to support accountability. Staff said the commission’s operating budget for administration is approximately $10,000,000 and that the committee’s work will aim to produce a draft plan for full commission review on a fast timeline.
