On the floor Feb. 6, Senator from Davis reported an Attorney General opinion requested and issued by Russell Coleman clarifying whether a hunter or angler is license-exempt on property they own in Kentucky where they do not reside. The senator said the opinion returns rights to 'thousands of Kentuckians' and quoted the Attorney General: "Kentucky is home to some of the finest natural and wildlife resources in the world. And I encourage every Kentuckian to responsibly enjoy them while supporting critical conservation and preservation efforts."
Senator from Davis added a practical note: regardless of the exemption, he encouraged Kentuckians to purchase hunting and fishing licenses because the Department of Fish and Wildlife does not receive general fund tax dollars and derives almost all of its income from license sales.
Ending note: The transcript records the floor announcement of the AG opinion and the senator’s encouragement to support the wildlife agency financially; the formal text of the opinion is not included in the transcript.
