Central Virginia Alliance for Community Living thanks council; later financing transfer debated but no vote

At the Jan. 29 meeting, Zachary Carter, a VIECAP counselor with the Central Virginia Alliance for Community Living (CVACL), spoke during public comment to thank council for support of VICAP and the organization's work assisting older adults with Medicare and prescription-assistance services. Carter noted the program assists between 800 and 1,200 individuals annually in the region and referenced the Senior Medicare Patrol's national recoveries for Medicare fraud.

Later in the agenda (finance-related item), council discussed an ordinance to transfer $25,000 related to funding provided to CVACL. Finance committee reported no recommendation to change the transfer; several councilmembers argued about whether to replace the $25,000 into the reserve for contingencies now or leave the accounting until year-end. One councilmember who had seconded a motion withdrew the second; the original motion was withdrawn and no transfer took place at the meeting.

Council members on both sides emphasized fiduciary stewardship and accounting integrity. One councilmember said the $25,000 had been missed in the budget and that council had a duty to restore it; others argued the funds were already budgeted and would flow back to unassigned fund balance if unspent. City finance staff explained the technical mechanics and that the appropriations and check to CVACL had already been processed.

No formal council action to transfer the $25,000 was taken at this meeting; follow-up may be required if council chooses to act in a future session.
