The Omaha Planning Board voted 6–0 to recommend the city’s 2025 Annual Action Plan, the second year of a five‑year consolidated plan submitted to the U.S. Department of Housing and Urban Development.
Alyssa Solechik of City Planning told the board the plan assumes 2025 allocations will be similar to 2024 while Congress considers year‑to‑year appropriations. The packet and presentation list estimated allocations and program projections:
• Community Development Block Grant (CDBG): approximately $4,200,000 plus an estimated $10,000 in program income. • HOME Investment Partnerships (HOME): approximately $1,900,000 plus $75,000 in program income. • Emergency Solutions Grant (ESG): allocations and planned activities summarized in the packet.
The plan schedules multiple activities including single‑family rehabilitation (Project Houseworks), affordable housing preservation efforts serving an estimated 580 households, commercial building rehabilitation, job training programs with multiple partners and demolition/rehab of up to 26 buildings in Neighborhood Revitalization Strategy Areas. The HOME program lists a $300,000 activity for Arbor Flats (multifamily new construction), and ESG partners include shelter operators projected to serve thousands of people in shelter operations and placements.
City staff explained organizations applied through the usual request‑for‑proposals process and that final program awards will follow HUD confirmation of allocations. Staff recommended approval and the board concurred.
