Deerfield OKs ferric chloride purchase and SCADA software for water resource facility

Deerfield trustees approved two water‑resource related procurements on Jan. 12: a purchase of ferric chloride for chemical phosphorus removal at the wastewater resource facility (WRF) and authorization to buy InTouch SCADA software for the WRF control system.
WRF staff explained the village’s National Pollutant Discharge Elimination System (NPDES) permit includes a 1 mg/L phosphorus limit that took effect in June 2024 and that ferric chloride is the chemical substance used to bind phosphorus so it settles into biosolids rather than being discharged. Staff presented vendor quotes: Viking Chemical Company at 22.05¢ per pound and Hawkins Inc. at 25.62¢ per pound, and recommended purchasing from Viking for cost reasons, recommending an authorization not to exceed $65,000 (budgeted in FY26).
Separately, Brandon described the SCADA replacement project; hardware was purchased in 2025 and engineering assistance from Strand Associates was authorized previously. Staff recommended waiving competitive bidding and purchasing the InTouch software from Cumation LLC for $100,424.05, funded in the 2026 capital budget. Trustees asked about expected software lifetime; Brandon and others said similar replacements have occurred roughly every five to seven years.
Both procurements were approved by roll call. Staff said they will proceed with vendor contracting and implementation steps, citing budget authorization in the FY26 capital and operating budgets.
