The Deerfield village board approved a $53,475 contract with Infrastructure Management Services (IMS) for a three‑year pavement condition analysis to inform the village’s capital improvement program and resurfacing priorities.
Tyler, the village public works engineer, described the nondestructive evaluation that uses a van and trailer to capture surface video, structural testing via a falling‑weight device, and subsurface condition data. He said the work is performed every three years and provides comparable historical data: “They use or they work with people like Lake County, IDOT, and several surrounding communities,” Tyler said. The department is budgeted $60,000 for the expenditure in fiscal year 2026 and requested that the board waive competitive bidding to preserve the continuity of historical data.
Trustees asked about the village’s current pavement condition index and backlog; Tyler said the index is 67 (up from 66 three years earlier) and discussed a previous backlog percentage. After discussion, the board voted by roll call to approve the contract and the waiver.
The analysis will be used for multi‑year planning but is one of several inputs the village uses (utilities, pedestrian needs and traffic volumes also inform resurfacing decisions).
