HCAI warns limited state funds for 2026 loan-repayment program; board urged to amplify outreach

Representatives from the Department of Health Care Access and Information (HCAI) briefed the Dental Board of California on Feb. 5 about state and county loan-repayment and scholarship programs intended to improve oral-health access in shortage areas.
Jolanna Granville (federal policy and special projects section chief, HCAI) described multiple programs: the County Medical Services Program (CMSP) loan-repayment awards (up to $50,000 with a 1–2 year service obligation at approved sites in participating counties), allied-health repayment and scholarship programs for dental assistants and hygienists, and the California State Loan Repayment Program (state awards up to $50,000 for a two-year service commitment). She walked through eligibility and site requirements and encouraged interested clinicians and practice sites to sign up for the workforce programs newsletter.
Granville told the board that for the 2026 state cycle the program had only $333,000 in state funding and no federal match this year; additionally, new federal-match rules require grantee awards to be matched dollar-for-dollar by nonfederal funds from participating organizations or practice sites. That would make a $50,000 award a $25,000 state contribution plus a $25,000 site match. Board members pressed Granville about whether applicants can apply to more than one program and the size of dental student debt. Granville said application cycles typically do not run concurrently, applicants may apply to multiple programs if eligible, but once an applicant is contractually obligated to a program they cannot participate in another concurrently.
Board members expressed concern that $333,000 in state funding would serve very few clinicians given typical dental school debt levels and suggested the state allocation may be insufficient to meaningfully expand services in shortage areas. HCAI provided application-cycle dates (state program expected to open 07/15/2026 and close 09/15/2026) and said more information and grant guides are posted on its website.
The board thanked HCAI and noted the access-to-care committee will continue work on workforce strategies.
