The Columbia County Planning Commission recommended approval, with conditions, of a rezoning for 231 North Old Bel Air Road to allow a contractor’s office and outdoor storage, following substantial discussion about scale of operations and neighborhood impacts.
Staff presented the request and recommended disapproval, saying the property’s existing outdoor storage and scale exceeded what is allowed as a residential home occupation. Staff described the operation as having approximately 12 commercial vehicles and 21 employees—figures staff said exceed provisional home-occupation limits—and said the outdoor storage sits about 15 feet from denser single-family residences, raising concerns about visual and audible impacts. Staff cited code and future-development maps that indicate the parcel sits within a neighborhood-character area intended for residential uses.
Attorney Alex Merrill and counsel for the property owner argued the business (CSRA Ground Control / CSU Ground Control in the record) has operated in the area for years, supplied business-license records for prior years, and could work within conditions to reduce impacts. Merrill presented letters of support from adjacent neighbors and said the applicant could provide additional buffering, landscaping and licensing compliance if the rezoning is approved.
Public comment included both supporters who said the business provides valued local services and neighbors who raised concerns about proximity, noise and traffic; the applicant offered commitments to buffer the site and to seek the appropriate business license. After discussion the commission voted to recommend approval with conditions by a 4–1 vote.
