Capital Outlay: Health department nears completion; animal shelter and auxiliary buildings move forward

The Capital Outlay committee met Feb. 5 and received construction updates on several county projects, with the health department facility closest to substantial completion and the animal shelter continuing steady progress.
Unidentified Speaker 1, reporting on the health department build, said crews have installed most windows, sheetrock has been hung and received a first coat of paint, and work on fire alarm and security systems and camera mounting remains. “Windows are already going in,” Unidentified Speaker 1 said. He added schedule delays tied to materials mean the substantial-completion target is likely near April, but that “everything so far is in the budget and under budget.”
On the animal shelter project, Unidentified Speaker 1 said block work is roughly 95% complete and brickwork remains, with framing of the front office area beginning the week of the meeting. The building manufacturer’s erectors were installing side-wall trimming and metal studs, and billing has been reviewed in coordination with Stacy of Scott St. John Engineering.
Committee members also discussed preserving an older building on the animal-shelter site. Unidentified Speaker 1 said the building will be renovated for storage and related uses; it already has separate power, which reduces time and cost. Members noted the interior is still messy and suggested staff or Chad’s crew could help gut and clean the space when schedules allow.
The committee did not take a formal vote on design changes or funding beyond routine approvals, but members asked staff to continue monitoring schedules and paperwork and to bring any contractor invoices or contract decisions back for approval.
The committee will consider a site visit to the health department and animal shelter outside a regular meeting to view progress in person.
