The board heard a detailed accounting review and debated how to improve transparency for the countywide resurfacing program after staff discovered miscoding that produced a reconciliation variance.
Richard Powell (finance) described prior budget practices and said that when the Countywide Resurfacing Fund was established two to three years ago it was budgeted in total but not allocated by district. "When you added up the records of the five districts, it was about $5,000,000," he said, and the fund balance as posted to county books showed about $2,000,000, creating a shortfall that the board later resolved with a year-end appropriation.
Commissioner Ford and others argued for splitting the annual resurfacing appropriation into five district accounts to make balances transparent at the district level; other commissioners warned that creating five separate accounts would make operations and multi-district projects harder and could increase administrative amendments. Several commissioners suggested a middle path: keep current fund structure but require periodic reconciliations and weekly/monthly balance reports to commissioners.
The board did not adopt the district-account motion (motion failed for lack of a second). Instead, the board approved a motion to maintain the existing structure, require reconciliations before audit and provide commissioners with regular balance reports (weekly or at staff—s discretion) to improve visibility.
Staff will perform a reconciliation for the fiscal year and implement periodic reconciliations aligned to audit and budget cycles; commissioners also asked for a standing report on resurfacing balances.
