The board voted to evaluate solid-waste bids using a blended contract-cost model and directed staff to vet the apparent low blended bidder before final award.
Kevin (landfill/solid-waste staff) presented fee schedules from three responsive firms and explained how residential, commercial and county-service rates produce different low bidders depending on the pricing model. He showed residential monthly proposals of $10.36, $11.67 and $12.03 (current residential rate $9.08), then showed commercial and county-site schedules that shifted the overall low bidder.
Commissioners debated whether to choose the vendor with the lowest residential rate (which would favor one bidder) or the vendor with the lowest total contract cost across residential, commercial and county services (the blended model). Commissioner Ford and several others raised concerns about businesses bearing disproportionate increases; public commenter Stu Wilker urged greater transparency and evening meetings so more residents could attend.
The board voted to use the lowest blended (combined) rate as the policy for award. Staff announced that company c (identified in public slides as Adams) was the low blended bidder and was authorized to perform a capacity/capability check: staff, the county—s environmental engineer and purchasing will verify fuel capacity, fleet and bonding before bringing a contract to the board for ratification.
Chair stressed that the ITB was price-based and staff should return with assurances before a formal contract signature. "If they check all the boxes, they've got the low bid," staff said; commissioners directed thorough vetting prior to award.
