Mantua council approves routine bills, business license, meter and road contract; hires part‑time maintenance worker

The council approved a new business license for Kelsey Stoker, who told the panel she is a licensed master esthetician in Utah and Idaho and plans to operate a home‑based skin‑care practice offering acne treatments, microneedling, chemical peels and dermaplaning.
On capital projects, the council accepted a water‑meter addition that staff said is part of a larger Spindler change order. Staff presented a change‑order summary that increased Spindler’s contract by about $98,000; the packet notes that $33,000 of that total is for a meter station. Councilors discussed unexpected bedrock and additional excavation that led to contractor change requests but ultimately moved to approve the meter. A councilor made the motion to accept the meter; the motion passed by voice vote.
For roads, public‑works staff recommended awarding crack‑sealing and patching work to Blackmagic on the basis of price and availability. Council approved hiring Blackmagic for the road repairs at the amount presented (approximate total discussed: $19,000) by voice vote.
The council also approved hiring James Patrick Milligan as a part‑time maintenance worker to help with snow removal, park restrooms and cemetery work. Council members discussed a probationary period and said wage details will be handled by the mayor and staff.
Items the council discussed but did not decide included a proposed traffic‑speed data subscription and competing IT support bids; staff said the traffic data vendor will provide a free trial month and that the council can decide after the new council is seated in January. The town will wait for a third IT bid before contracting for cybersecurity and backup services.
The meeting closed after brief departmental reports and a motion to adjourn, which passed by voice vote.
