Commissioners approve jail MAT grant application and $186,000 fire-system upgrade

Lebanon County commissioners granted the jail permission to apply for a 2026 medication-assisted treatment (MAT) grant through the Pennsylvania Commission on Crime and Delinquency (PCCD) and approved a contract to upgrade the correctional facility’s fire-protection system.
Sharon, speaking for the Lebanon County Correctional Facility, asked for permission and support to apply for the noncompetitive MAT grant; the county is eligible for up to $113,000. The commissioners granted permission to apply. The facility said the funds would help offset costs for the existing MAT program.
On a separate but related facility matter, Sharon outlined the need to replace an aging, roughly 33-year-old fire panel system. The vendor Johnson Controls initially quoted about $192,003.90; after review the county negotiated a reduced price of $186,000. Facility staff proposed ordering materials immediately (6–8 week lead time) and paying $99 per month from the facility’s approved budget this year while requesting the remaining balance in the 2027 budget cycle. Commissioners discussed timeline, system components (panels and sensors) and operational impacts and approved the contract on a voice vote.
Commissioners emphasized the project is a system upgrade rather than building renovation and that inmate movement would not be required during installation. The vendor and staff will proceed with contracting and scheduling once procurement paperwork is complete.
Next steps: staff to finalize Johnson Controls contract terms, order materials, and report anticipated installation dates; county will submit the PCCD MAT grant application for the $113,000-eligible award.
