Mike, the city’s project presenter, told the council Van Kirk was the low bidder and that the package includes standard performance and payment bonds to protect the city. “They were the low bidders here at $396,160.28,” he said, adding that the substantial completion date is April 24.
Council members asked for clarification about contract documents and bonds before moving and seconding approval. The council recorded the motion and carried it on a unanimous vote.
The contract documents include performance and payment bonds and were presented as a standard eight‑page agreement with accompanying bonds. City staff said the work is necessary to complete a loop and to meet obligations under a memorandum of understanding with Gary LLC related to flow and pressure at the city’s water take-off point.
The council approved the contract and authorized the mayor to sign documents, allowing staff to proceed with mobilization and scheduling under the stated completion date.
