Staff explained the developer requested the additional time because of the current lending environment and requests from private‑equity investors and lenders. City Manager and staff said they expect the project to be completed by the revised April 2027 deadline and that the extension provides flexibility to secure financing without lowering project quality.
Council discussed the request and asked clarifying questions about scope and timing; staff confirmed the amendment affects timing only and that no other scope changes are proposed. The motion to approve Resolution 2024‑15 passed with unanimous affirmative votes and no public comment.
