Facilities committee reviews small‑dollar closeout, summer IU rental and North bleacher replacement recommendation

Summary
Committee approved closeout details and discussed a proposed summer rental with Bucks County IU at Hillcrest; staff also recommended awarding the North bleacher replacement to Degler Whiting for $858,540 via CoStar contract and explained insurance and procurement details.
Early in the meeting staff reviewed several shorter operational items. Jessica Benda said the district received a deduct change order closeout for the Welsh and Holland asphalt and paving project and will receive $14,948.55 back to the district for unused allowance funds.
Tony Rap and Amy Sanko described a Bucks County Intermediate Unit request to use Hillcrest Elementary for a countywide summer program. The IU will provide staffing, transportation and insurance certificates and will pay a fair‑share charge for facility use; staff said the arrangement should result in net revenue to the district for the summer period rather than an expense.
Benda also summarized the North Home bleacher replacement: Degler Whiting completed removal of damaged bleachers and the recommended award for installation is Degler Whiting at $858,540 using a CoStar contract. Staff explained telescoping bleachers are specialized, have long lead times (about five months), and that using a CoStar vendor is permissible under Pennsylvania procurement rules when timing and vendor availability make other bids impractical.
Each of these items was presented at committee for review; staff said formal contract approvals will be on the upcoming board agenda for formal action.
