Montgomery board signs off on IGA with Kane County to secure Orchard Road access points

The Village Board approved an intergovernmental agreement (IGA) with Kane County on access and improvements to Orchard Road between Jericho and U.S. Route 30, a measure staff said provides certainty for future development of the Hammond property in TIF 4.
Planning staff briefed trustees on more than a year of negotiations with the county; the county transportation committee had recommended approval and the county board was expected to consider the agreement on Feb. 10. Staff described specific access-point negotiations, including full-access recommendations at certain intersections and a potential write-in/write-out policy for other properties based on demonstrated need.
Trustees moved approval and the motion passed unanimously. Staff said the IGA will guide permitting and design decisions as development plans proceed.
