Baldwin Park staff: point-in-time homeless count conducted Jan. 21; final results due in late May

Program supervisor Armando Nava reported to the commission that Baldwin Park participated in the San Gabriel Valley point-in-time (PIT) homeless count on the night of Wednesday, Jan. 21.

Nava said volunteer teams—each with a driver, counter and spotter—covered 21 tracks, began fieldwork around 8:00 p.m., and recorded visible signs of homelessness including cars, RVs, tents and encampments. "We don't make contact with the homeless individuals... it's a point-in-time," Nava explained, noting teams rely on observation and that individuals not visible that night will not be counted in that single-night estimate.

Nava stated the city expects to receive consolidated results in late May. He also told the commission that, in the past five years, the city has seen reductions in homelessness that he described as "about 80%" and credited programs such as tiny homes and Serenity Homes for contributing to that progress. Commissioners asked how chronically homeless people are counted; Nava reiterated the PIT count is a snapshot and that staff maintain yearly records to track trends.

The commission did not take action on homelessness at this meeting; staff said final PIT results will be shared once validated.
