Council approves $1.34 million amendment for wastewater facility design

The Oskaloosa City Council on Feb. 2 approved a $1,340,000 amendment to the city’s contract with Strand Associates to advance final design and bidding for the wastewater facility plan.
City staff described Amendment 5 (task order 7040.015) as covering $995,000 for final design services and $345,000 for bidding-phase work. Council members referenced a recent McClure Engineering review and discussed integrating value-engineering ideas into the Strand design before construction.
City staff said the approval preserves flexibility: if council elects to adopt value-engineering changes, Strand will prepare a more formal proposal and additional amendments to implement them. "Strand is going to follow the design setting that we make," a staff speaker said during the presentation.
The motion to approve the amendment was moved, seconded and approved by roll call. Staff indicated additional future task orders will be required for construction oversight and related work.
Next steps: Strand will continue with final design under the amended task order, and staff said council may be asked to consider additional amendments if the value-engineering options are adopted.
