Staff (Jasmine) described SP‑10169‑2025 and an accompanying final forest conservation plan (EMV‑10170‑2025); the applicant team from WLR Automotive Group (represented by attorney Pat Harris) said the project replaces a vacant restaurant and an existing car wash, reduces vacancy, and provides expanded landscaping and canopy coverage. The applicant said the site will provide 28 parking stalls in total: 22 vacuum stalls (14 feet wide) and six standard spaces for employees. The presentation noted the code standard (9 by 17 feet) and asked waivers because vacuum stalls are typically wider for safe customer use.
Pat Harris summarized the design, queuing strategy and landscaping, and said the applicant will enter a maintenance and liability agreement with Montgomery County for limited county right‑of‑way landscaping. “We think it’s a good use,” Harris said during the presentation.
Commissioners probed circulation near the gas station and lube center, suggested repainting directional arrows to reduce conflicts and asked for north/south perspective views to judge how landscaping will screen the building from the highway. Staff’s recommendation to grant the final site plan, the parking waiver and the forest conservation plan included three conditions: addressing staff comments on site/landscape/forest plans prior to signature, extinguishing an existing stormwater easement and recording a new stormwater covenant prior to a site development permit, and obtaining a Montgomery County site access permit for right‑of‑way work.
Commissioner (unnamed, Speaker 2) moved approval, the motion was seconded and the commission voted unanimously. Staff and applicant will complete the plan cleanup and address the circulation/landscape details before final signatures.
The approval includes the two waivers (a larger vacuum stall width and internal directional sign size exemptions) and the three conditions read into the record.
