Rezoning (Ordinance 3,082): Planner Amir Hamza presented a rezoning request to change 9.92 acres at 1770 Scheeler Avenue from single‑family large‑lot to residential two‑family (RTF) to allow a mix of duplexes and single‑family homes, consistent with surrounding subdivisions. Neighbors raised concerns about proximity to a gun range and localized flooding; staff noted drainage review will occur at the major development plan stage. Council approved first reading and continued to second reading for adoption on Nov. 20.
Financing and budget amendments: Finance Director Blanche Sherman and bond counsel Misty Taylor presented a reimbursement resolution authorizing official intent to reimburse up to $3,000,000 in expenditures for the Emerson Park capital project from future tax‑exempt financing; the council approved the resolution unanimously. Council also approved a budget amendment (Resolution 2025‑02) totaling $2,447,905 to cover hurricane‑related costs and rollovers for coronavirus‑related projects, including LED conversion and cemetery improvements.
