Planning commission unanimously recommends general-plan amendments and rezonings for two Lake Havasu properties

The Lake Havasu City Planning and Zoning Commission on Wednesday recommended approval of four related land-use actions — two minor general-plan amendments and two rezonings — affecting small parcels at 2400 Wood Lane and 1955 Palmer Drive. The commission voted 7-0 on each item and will forward all four to City Council for consideration on Dec. 9, 2025.
City staff presented the first pair of items, ID 25-5001 and ID 25-5002, concerning a roughly 0.35-acre property on Wood Lane that includes a 2,810-square-foot area the owner purchased from the Lake Havasu City Golf Course. Staff member Mr. Kearns said the request would change the future land use designation for about 2,810 square feet from “open space and park” to “low-density residential” and rezone that same portion from golf-course zoning to Residential Estates so the lot could be used uniformly for single-family residential uses and accessory structures. “The proposed amendment is in conformance with many goals and policies within the city's general plan,” Mr. Kearns said.
Stuart Schmeling, representing the property owners, described the application as routine. “They're pretty common, straightforward,” Schmeling said. With no public testimony, Vice Chair Tiffany Wilson moved to recommend approval of the general-plan amendment; the motion was approved 7-0. The commission then recommended approval of the rezone, also 7-0.
The commission next considered two parallel items for 1955 Palmer Drive (ID 25-5003 and ID 25-5004). Staff said the owner acquired an adjacent portion of the golf course and requested that about 3,010 square feet be redesignated from “open space and park” to “low-density residential” and rezoned from golf-course to Residential Estates. Staff noted a citizens meeting on May 16, 2025 at which four neighbors attended. Commissioners voted to recommend approval of both the general-plan amendment and the rezone by unanimous 7-0 votes.
The meeting record shows no public comments on any of the four items. Chair Jim Harris closed the hearings and congratulated the applicant after the final motion. All four recommendations will be scheduled for the Lake Havasu City Council meeting on Dec. 9, 2025. The Planning and Zoning Commission’s next regular meeting is Dec. 3; the Dec. 17 meeting is canceled.
