Lincoln County commissioners approve contractor‑yard permit, industrial grant, budget changes and contracts; several zoning items tabled

At their Feb. 3 joint meeting with the Planning Board, Lincoln County commissioners approved a range of administrative, budgetary and economic development items and set several zoning matters for additional review.
Key approvals - SUP‑508 (Butternut Investments LLC): The board approved findings of fact and then the special‑use permit for a contractor’s office, yard and vehicle sales on a 5.8‑acre site in the Eastern Lincoln Development District overlay. Applicant Dean Fisher incorporated findings of fact and the motion to approve passed by voice vote. - Industrial incentive grant for Spantec: The county approved a Level‑2 industrial incentive supporting a 20,000‑square‑foot warehouse addition and equipment expansion. The project commits to an estimated $3.85 million investment, approximately $3.205 million eligible for incentives, and at least four new jobs with an average weekly wage of $1,000 including benefits; the board approved the grant by voice vote. - Riverbend water and sewer construction‑phase services: The board authorized a $1,009,000 construction‑phase services contract with McGill Engineering. Commissioners discussed cost overruns and developer assurances; staff said developer bonds and state funding efforts are planned and the developer would cover cost overruns if state funds fall short. - Budget ordinance amendment (Ordinance No. 4): The board adopted a budget amendment that adjusts sheriff department salaries, recognizes grant revenue and appropriates forfeiture and other funds as described in staff materials. - Other routine items: The board adopted a resolution to advertise delinquent tax liens for tax year 2024 and approved the county’s FY26‑28 Work First Family Assistance plan.
Tabled and procedural items - SUP‑517 (Kwik Trip) and SUP‑521 (Hills Chapel medical/wellness center) were tabled to the Feb. 17 meeting to allow applicants and staff to provide supplemental traffic, sequencing and land‑use consistency materials.
What the approvals mean: The Spantec incentive and Riverbend contracts advance local infrastructure and industrial expansion goals; the Butternut SUP formalizes an industrial‑use conversion already in operation under prior approvals. The budget amendment implements personnel and grant accounting changes, including a subsequent formal adjustment to the sheriff’s salary adopted later in the meeting (see below).
Other personnel action: The board set the sheriff’s salary to $170,168.54 (a 12% increase) to align the elected official’s pay with the approved budget amendment. The vote was taken by voice vote.
Next steps: Tabled SUPs will return on Feb. 17 with supplemental materials from applicants and staff; projects with county contracts and incentives will proceed under the conditions discussed during the meeting.
