A second speaker who identified himself as Gunny (the transcript includes both “Gunny Holt” and “Gunny Hall”) described receiving an animal‑control charge he says resulted from a misunderstanding about a leash versus tether rule. He said he sought a clear written explanation of the alleged violation after discussions with field staff, a supervisor and a director and argued enforcement was inconsistent.
The board listened to both comments; no formal action was taken on either subject during this meeting.
