Staff explained that the paved portion ends about 200 feet from the water while the right of way extends to the lake; the county received a request from an adjoining property owner to close the unopened segment and confirmed with the North Carolina Department of Transportation that NCDOT does not own or intend to maintain the unopened portion. If abandoned by the county, the right of way would be divided between adjoining property owners (each receiving 30 feet) who would then need to recombine the added area into their parcels. Staff said sewer and low‑pressure lines remain in the corridor and any order would maintain public‑utility easements.
Staff outlined the statutory steps: if the resolution of intent is adopted the county will post notice at two conspicuous locations, mail certified notices to impacted residents and publish notice in a local newspaper for three consecutive weeks; a public hearing is scheduled for April 7, and the board could adopt an order after that hearing.
Commissioner Seine moved to adopt the resolution of intent and the board approved the motion by voice vote.
