Commissioners adopt Cleveland‑Gaston‑Lincoln Regional Hazard Mitigation Plan 2025 update

Mark Howe, Lincoln County Emergency Management Coordinator, presented the Cleveland‑Gaston‑Lincoln Regional Hazard Mitigation Plan 2025 update and opened the public hearing.
Howe said the update took approximately one year and two months to develop with assistance from North Carolina Emergency Management and that the plan’s objectives focus on prevention, property and natural‑resource protection, structural projects, emergency services and public education. He said maintaining an up‑to‑date hazard mitigation plan is required by federal and state law to preserve eligibility for disaster grants.
There were no public comments during the hearing. Commissioner Carpenter moved to adopt the resolution to adopt the regional hazard mitigation plan as presented; the board approved the motion by voice vote.
The plan will remain publicly available in the county record and will be the basis for continuing hazard‑mitigation projects and grant applications, and staff indicated it will inform priorities for structural and educational resilience efforts going forward.
