Dan Brewer, civil engineer with Bowman Consulting, told the boards the project proposes roughly 49% impervious cover and an underground detention system sized to handle the 25‑year storm event. Brewer said the system is designed to hold runoff and release it slowly, that the site will be regraded to direct flows to a single discharge point, and that a level spreader will sheet the discharge so flows are similar to existing pasture runoff.
Neighbors pressed engineers and staff about the potential for increased flow toward nearby Lucky Creek homes. Brewer said the engineered plan includes a 50‑foot buffer along the residential edge and that design choices were made specifically to avoid discharging additional water onto the subdivision.
After receiving and incorporating the applicant’s proposed findings of fact, Commissioner Cecena moved to approve the findings and to approve WSSUP 39; the board approved the motion by voice vote.
