Council defers vote on Middleton airport FBO renewal after operators urge delay

The Middleton Common Council deferred action on renewal of the fixed‑base operator (FBO) contract at Middleton Municipal Airport after public testimony and council debate. Richard Morey, an airport operator and flight instructor representing Moore Airplane Company, told the council that his family company has operated at the airport since 1942 and said nonrenewal would force the company to relocate, displace more than 40 employees and disrupt training and community activities.
Finance committee members had worked on amendments to the contract before the council meeting. Staff said the changes were not extensive: they added a parenthetical reference to the voluntary noise abatement procedures to align the agreement with another airport operator’s SASO agreement and removed a cap on the fuel flowage fee, simplifying the fee language; the finance director said the current fee is 11¢ per gallon and the city retained the right to increase it.
Alder Myers moved to defer consideration until the next regular council meeting so members could review the final marked‑up contract; Alder Madden seconded. After discussion about best practice and the timing of the current contract (staff noted the existing contract does not expire until Dec. 31, 2026), the motion to defer passed 5–3. No final renewal vote occurred; council directed staff to circulate the final contract language before the next meeting.
