Commission awards industrial incentive grants to three county manufacturers

The Lincoln County Board of Commissioners approved three Industrial Incentive Grant requests presented by economic development director Anna Mullen.
Anna Mullen summarized each project and the requested incentives. Lincoln County Fabricators (located at 513 Jason Road, Lincolnton) plans a roughly 30,000-square-foot expansion for tube processing and advanced manufacturing with a total investment of about $4.7 million; Mullen said $3.92 million of that would qualify under the county policy and the county grant would be $14,680.40 per year for five years (level 2 incentive). Cattler (listed as CCC in the packet) — a manufacturer of automotive catalysts — proposed $7,079,214 in machinery and equipment improvements with $5,360,313 qualifying for incentives; Mullen said the county grant would be $20,060.98 per year for five years (level 2). Leboy (AAA in the packet), a maker of commercial asphalt paving equipment now owned by the FIAT Group, proposed retooling with $1.8 million in machinery investment and a county grant of $5,083.80 per year for five years (level 2).
The board opened a public hearing for each project; no members of the public signed up to speak. Commissioners moved to approve each incentive grant in turn (motions recorded as moved by Commissioner Carpenter for the first and by Commissioner Patton and Commissioner Cecena for subsequent items) and approved all three by voice vote. The incentive policy will be updated by county attorney staff to distinguish new-industry hiring requirements from existing-industry requests, according to the county attorney's report following the approvals.
The grants are structured as annual payments after taxes for a five-year period following project completion; Mullen provided estimated completion months (mid-2026 for Lincoln County Fabricators; April 2026 for Cattler) where noted. The county packet contains the detailed applications and the planning/economic-development background materials for each project.
