Commissioners approve rezoning for North Pilot Knob Road parcel and Rivercross PD amendment

The Lincoln County Board of Commissioners approved two land-use items in December: a zoning map amendment for a 1.01-acre parcel at 532 North Pilot Knob Road and a requested amendment to the Rivercross mixed-use Planned Development.
Planner Jeremiah (speaker 13) briefed the board on ZMA 770, explaining the applicant (Leah Fleming) sought to rezone the lot from Transitional Residential to Neighborhood Business; the planning board recommended approval and the commissioners voted to adopt the statement of consistency and approve the rezoning.
Jeremiah also presented a request to amend the Rivercross PD to remove the previously required northbound left-turn lane at Triangle Circle and Optimus Club Road for the portion of the development that remains undeveloped. He said the planning board postponed a prior recommendation until a second meeting, during which the applicant provided a transportation technical memorandum dated Nov. 25 from the project traffic engineer. The planning board recommended approval, and the commissioners voted to adopt the recommendation and approve the PD amendment, removing the turn-lane requirement as described.
What happens next: The approvals allow the applicant and developer to proceed with plan review under the revised PD terms. Staff noted plan review remains contingent on applicable plan-submittal requirements.
