Votes at a glance: Committee forwards conservancy plans, developer-agreement extension and sanitary-sewer rate amendment

At its Dec. 2 meeting the Middleton Finance & Personnel Committee moved several routine and ordinance items to council with committee recommendations.
Resolutions adopted (recommended to council):
• Resolution 2025-55 — Adopt the 2025 management plan for the Pheasant Branch Conservancy. The Chair moved approval and the committee voted 'aye' after staff (Kevin Short, assistant director, Parks and Recreation) explained the plan recognizes future costs tied to recommended actions.
• Resolution 2025-56 — Adopt the 2025 Graebert Pond Conservancy management plan. Speaker 5 (who self-identified as Hanayra during the meeting) moved and the committee approved the recommendation.
Developer agreement extension:
• Extension for the completion deadline of the developer agreement for the University Avenue property (packet references both 16300 and 6300 University Avenue). Speaker 5 moved to recommend council approve the extension so the developer could complete closing with lenders; staff explained the primary outstanding work involves closing and deposit of funds. Several members asked whether the city could strengthen future agreements to enforce the Complete Streets policy during construction to protect pedestrian access; staff said the Complete Streets guidance will be referenced in future templates. The committee recommended the extension.
Ordinance amendment:
• Sanitary sewer rates — Speaker 5 moved to recommend adoption of an ordinance amendment adjusting sanitary sewer rates. Committee members asked whether to waive the first reading at council; staff recommended waiving to allow prompt implementation and the committee voted to forward the ordinance with that recommendation.
Other routine items:
• Acceptance of minutes and audit of the bills were approved by voice vote early in the meeting.
What’s next: the community-campus financing work discussed by Bill will return in refined form after staff and consultants reconcile assumptions and prepare simplified public materials. The committee adjourned after those items.
