Committee forwards compensation, contracts and code-extension recommendations to Council

The committee accepted minutes and moved to audit bills; Speaker 1 made the motions and Speaker 3 seconded the audit motion, with members responding "aye."
On personnel matters, Speaker 1 introduced Resolution 2025-57 approving the 2026 non-represented compensation plan adjustments and noted the changes were already incorporated in the adopted 2026 budget. Staff explained that the resolution formalizes the compensation schedule for auditors and payroll purposes and that the pay changes would take effect on Jan. 1 and July 1. When asked how many employees remain in the longevity pay plan, staff said they believed the number to be 12.
The committee recommended a three-year agreement with Coverall for janitorial services at City Park shelters and the Bauman Community Pool, and recommended extending the contract for the subdivision code update by Van Duol/Van Duwel and Associates through the requested date. Committee members expressed a desire to confirm planning staff’s availability and to avoid repeated extensions if possible; staff said they would follow up with planning.
Each of these items passed on committee voice votes and will be forwarded to the Common Council for final approval or further review.
Actions forwarded included the compensation resolution, the Coverall janitorial agreement, a contract extension for the subdivision code update, and the committee’s audit and minutes acceptance.
