Richardson Plan Commission approves bylaws amendments, shifts meeting time to 6 p.m.

The Richardson City Plan Commission approved amendments to its bylaws at its Jan. 20 meeting and voted to change its meeting format, including moving the regular meeting start time to 6 p.m. beginning Feb. 3.
Staff told the commission the proposed bylaw changes reflect prior discussions on Dec. 16 and Jan. 6 and address items raised by commissioners, including how to handle tie votes. "I do believe that the proposed bylaws that are presented to you this evening for your action are reflective of the commission's direction and discussion," an unidentified staff member said, recommending the commission approve the draft as presented.
Commissioner Quirk moved to approve the bylaws; Commissioner Roberts seconded. The motion passed unanimously.
As a result of the bylaw changes, staff said the commission will start its Feb. 3 meeting at 6 p.m. and eliminate the earlier briefing session that previously preceded the meeting. "We will start at 6PM as your new start time," the staff member said. Staff also said some items may be moved on future agendas to accommodate the new format.
Commissioners also approved administrative business items. Commissioner Shashak moved to approve the minutes as presented; Mr. Purdy seconded and the motion was declared passed unanimously. A consent agenda, which included a replat of the TJ Jackson Subdivision (Lot 18A and 19A, Block 1) and a replat in the same neighborhood (13A), was moved by Commissioner Roberts, seconded by Commissioner Beach, and approved unanimously.
The commission was briefed on zoning file 2524 (Dallas Scaup Associates), but staff said an error in the public hearing notice made the application ineligible to receive testimony; the hearing was set as date certain for Feb. 3, 2026, and no testimony was taken.
Staff also told the public record that minutes will shift to shorter "action minutes" because video and transcripts will be posted online. The staff member noted that dinner will continue to be provided to commissioners under the new schedule, with dinner available at 5:30 p.m.
The meeting was adjourned at 7:08 p.m. The commission's next regular meeting is scheduled for Feb. 3, 2026, under the new start time and format.
